UK Councils Intend to Dispose of Community Hubs and Sports Centres to Balance Books

According to a recent study of municipal councils, English councils are preparing to offload community centers, sports centres, and retail spaces as they bet on a rapid disposal of assets to stabilize finances.

Increasing Fiscal Pressures Drive Asset Sales

The Key Cities Group representing major urban areas in England stated that 60% of councils are planning to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for selling public land and land to shore up their finances, but they contend they must proceed to raise vital cash from asset sales or face insolvency.

The group said that a significant number of authorities seeking to generate funds from a fire sale of holdings represented “a distinct shift from 2024, when the largest share (60%) of municipal officials said they would focus on restructuring services and using financial reserves to weather growing fiscal pressures.”

Specific Examples of Planned Sales

Medway Council in southeast England said its property management strategy featured the disposal of a shopping centre in a local town and a community venue in Rochester to generate 20 million pounds over five years.

  • Gillingham golf club and business parks owned in two English counties, which all provide rental income for Medway council, will additionally be disposed of under the plan.

Local Levy Rises and Broader Fiscal Pressures

This research of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will have to increase council taxes next spring to address the growing cost of essential services, higher levels of homelessness, and a longstanding housing shortage.

Medway council said it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures require time to achieve both better provisions and cost efficiency,” stated Vince Maple.

He continued: “There are demographic pressures which will continue to increase the strains we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of regional authorities recently also found council budgets being stretched by the growing number of young people and adults needing Send support.

A network of councils said that council deficits will reach 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.

Government officials have delayed planned reforms to the Send system until the coming year after a white paper outlining those changes was recently delayed.

Deprivation and Financial Shortfalls

According to the most recent deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, many participating urban areas were among the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the latest IMD measures,” said the report.

“Although only one key city is among the ten most deprived for deprived neighbourhoods nationally, urban areas are far more likely to be in the worst-off 20% of the nation. The figures underscores the extent of challenges facing local leaders across key cities in the next twelve months,” the report concluded.

“Council officials have been clear about the necessity for a fair and sustainable funding system that reflects and responds to the actual extent of deprivation and need,” said Michael Mordey.

“Lacking this, councils will continue to face difficult decisions around which essential services to allocate spend to, and which to cut, to the disadvantage of their communities.”

A fifth of local authorities have cut or compromised social care provision in the last year, the study revealed.
